Can I delete a bad Google review?

Not directly. You can flag it for removal, and Google removes reviews that violate its policies — spam, conflicts of interest, off-topic content, hate speech, or a review of a business the person never used. A genuine negative experience will stay up.
The longer version
Flagging works best when you can point at a specific policy violation rather than unfairness. Reviews from competitors, from people who were never customers, or containing personal attacks are removable. "This is not accurate" generally is not.
The stronger play is response plus volume. A calm, specific, non-defensive reply is read by every future customer and often matters more than the review itself. And a steady flow of new reviews pushes any single bad one down and dilutes its effect on the average.
